What is BCA Safety Management Certification (SMC) System?

To create safety awareness and promote safety culture in small and medium construction firms,
BCA introduced a simplified version of the OHSMS Management system called the Safety
Management Certification System (SMC).The SMC requires small and medium construction firms
to develop standard safety procedures on site including regular site and work areas safety
inspections, emergency preparedness, safety training and awareness.
Contractors registered under BCA Contractors Registry grades C1 and C2, and under CR08
(Piling), CR10 (Precast Concrete Products) or CR12 (Soil Investigation & Stabilization) with
grades L2 and above are required to obtain the BCA SMC certification to remain in their
respective grades. Companies that are already certified with a valid OHSAS 18001 in either
CW01 or CW02 are exempted from the SMC certification.

BCA conducts annual surveillance audits to ensure the certified firm continues to comply with the
requirements of the SMC. The SMC certificate will be renewed every three years for firms which
continue to meet the SMC requirements.
